    The entire point I was making was that the US State operates at a level beyond what the President wants, especially in terms of foreign policy.

    the opposite is true. The one area where the executive has the most consolidated power is in the area of foreign policy and military engagements. Of course imperialist forces are pushing for war, the massive blob has an insatiable blood lust. However, the president and his party gets to chose which group of imperialists to back and how to back their interests specifically. That's where a competent and laser-focused president is dangerous to the world, whereas an idiotic one that keeps contradicting itself and is more inwardly antagonistic than outwardly causes massive strains and contradictions in the system.

    domestic policy is basically controlled by the bourgeoisie, the president has no ability to pass legislation or control major portions of budgets.
