Damn, as someone who read the Sin War series this is really disappointing. I was pretty excited to see these very important characters of the founding of Sanctuary in game finally, especially because of their relationship to the High Heavens and Burning Hells, but I can't say I'm surprised to hear its such a disaster. Captialism ruins fucking everything man, all they have to do is treat the devs like people and like 70-80% of the problems just vanish.
"Blizzard quality" hasn't really been a thing since what, Overwatch I guess? They've been bleeding talent for a long time. D3 took them another year or two of updates to not be a total shit show.

I think post WotLK was when they really started to go downhill, which was also when the Activision merger happened.
