The Tyranid-Tau Settlement is signed, guaranteeing that the Tyranid will never expand beyond their borders on pain of getting their infinite food supply taken away. The Orks are given an entire sector to hang out in, where they also send all the space fascists that are still alive to do jolly combat. The Emperor is deprived of his psykers through sanctions (approved by the Commonwealth of course) leading him to get even drier.
In the end, Blue Khrushchev denounces the "mind-control" of the wily Ethereal Aun O'Tau Steel-Worker of the Central Commitee and the dang rogue traders liberalize the economy. Trillions die.
