      Yes and no. Biden was the guy in Ukraine for his vice presidency. He controlled the money pump. His election was definitely a signal that they'd get unlimited support. Likely there were diplomatic channels that put the message across.

      Would the conflict have escalated under Trump 2020? Probably in some way. But Biden deliberately put his thumb on the scale.
