Quebec's Court of Appeal is reviewing a request by survivors and families to overturn a decision saying foreign governments can't be sued.

If anyone wants to know more about MKULTRA in Quebec, CBC did a decent podcast series called "Brainwashed" if you don't mind NPR whispervoice describing crimes against humanity
