Afaik it was that the state was counting every instance of a negative COVID test but only single counting positive results such that if a person tested Monday then Wednesday then Friday and all were positive then it only counted as 1 but the reverse was true for negative tests.
Part of the problem is how everything is treated as an opportunity to grift.
You can both be fired for outing some abhorrent state practice and still just use your new notoriety to siphon up money without any effort to address the problem you exposed.
