uncoordinated stochastic assassinations are pointless. they don't destabilize the state and instead give it time to adapt and spin.
easy historical example is Herschel Grynszpan. he acted as a lone wolf and didn't even kill his intended target. without any org to push a coordinated message, the public fear/uncertainty about the act was then used by the nazis as justification for ramping up their pogroms against jewish people, queer folks, and socialists.
