They're not copyright free, the artist is giving permission for non-commercial use. They have an FAQ about what they're happy for the art to be used for and what not to use it for. Most relevant to here is that the artist doesn't want these to be used for political messages.
Ofc, they're not likely to actually sue you if you do, but the artist is a one-person operation (iirc) giving out work for free so take that into account.

Ngl I don't know much about Holostars but Hakka was really fun when he came on Ironmouse's talk show and I'm always happy to see more Hispanic VTubers. I also saw that recent Goldbullet clip about making his stream an inclusive space which was a pleasant surprise given how dogshit the VTuber community can be about trans people in particular (I still get mad when I think about the incident when Finana tried to ban the anime T-slur from her chat).
The more chill side of holostars English side really make it obvious they're open and inclusive allies, including the very loud birb Hakka and Ruze the cat-father.
The whole holostars EN crew are really welcoming to everyone even if it's not openly obvious. I honestly think they genuinely live up to their job title of being V-idols.
