If it's not in the road, isn't it just a regular hole?
I think the "pot" in pothole refers to the surface shape of it, a circular hole within a certain diameter, so any hole can be a pothole if it has the right surface shape

I hate how there are ankle-deep puddles on the footpath and the roads are comparatively immaculate. Australian CBDs aren't like this but almost everywhere else here is. 5km out and the hellscape begins.
