Nope it's totally logical, DEA criminalizes dispensaries. It's always there, that's the point of a largely apparently unenforced regulation. Those in power get to selectively fuck over the people they don't like and ignore the people they do like, who are all doing the same thing.
Most states have people filling out legal documents during firearm transfers, and of course while getting NFA licensing, where they're going to represent themselves as not consuming cannabis.
