It was a different office when JFK was in power. There were real levers of power extending from the government into the productive economy, a relatively robust social safety net, and a population that wanted peace after half a century of global conflict.
If the president looked like he was going to really and truly overturn the status quo, sure, we might see real action from the various agencies. But Trump is no more a threat then Biden is.
They want someone who will do what they want to do. Trump does that 90% of the time but is too stubborn to control the remaining 10%. Any other realistic candidate is going to do what they want 100% of the time.
Intelligence agencies don't care who's in office, their budget goes up regardless.
