      Mario Monti, Enrico Letta, Matteo Renzi (2011-2016) all pushed through neoliberal austerity reforms, as well as Mario Draghi (2021-2022)

      There being many people at the top doesn't mean the government is completely useless, especially if there are ghoulish reforms it wants to pass.
