These would have been all white areas and schools during apartheid. There would be no kids to commit hate crimes on at school or at home. Apartheid was a vicious system of segregation down to the millimetre. The only black people Elon would have interacted with would have been workers in neo feudal conditions.
Anyone in such a situation wanting to commit hate crimes would deliberately have to go out of their way to do so. And some did (see the AWB).
