    To serious post for a second, it's reifying the fundamental Liberal belief that process supersedes all other considerations in politics. What matters most is the "shape of our democracy", i.e. how well our institutions function, because the liberal government running well inherently produces good results. Everything that people actually need, healthcare, racial justice, economic security, etc., falls into the "every other issue" camp, the things that Pete agrees is good, but thinks only comes (and will inevitably come) from having a fine tuned, well lubed, calibrated, and optimized liberal democracy.
