Why only 3000 people? That doesn't seem like enough troops to tip the scales one way or the other; it’s, like, enough to be provocative without achieving anthing.
I'd imagine it's mostly specialists. Maybe they're sending them to Germany to free up other, more special, specialists.
Sounds about right for a staff of officers to do training in another country.
Or this is the start of "advisors" being sent to Ukraine, like they were sent to Vietnam for years before we openly admitted the troops we sent were fighting the war.

Maybe pivot to China now so they can have am immediate excuse to stop arming Ukraine?
It'd be kind of funny if the Fourth Reich fucked itself over by doing a war on two fronts out of what amounts to impatience.
Starting a second front could provide their excuse to wrap up the first front. Right now they've got everyone so bloodthirsty that they won't stop, if a bigger threat to america exists they have an excuse that it's pragmatic.
The possibly mundane explanation is that they need more rotation in an already massive force stationed in the EU and 3k isn't a very big difference:
