      Collective punishment is terrorism and serves no legitimate purpose, but will always cause stronger rallying around the government being "punished".

      The point of creating a crisis is to negotiate a settlement. It's why people go on strike, it's why people go to war. The Russian Federation won't stand down until they're at the bargaining table.

      The whole west has tried pressuring Russsia to end the war and it hasn't worked. There will be no outright victory.

      So now, it's time to do what people have done whenever they've wanted to end wars: step up to the bargaining table. Use all that pressure we've built up on Russia as bargaining chips and negotiate a favorable settlement.
