"Lesbians and gays perpetuate biphobia" doesn't mean "lesbians and gays are above bi people in a hierarchy". "Some binary trans people perpetuate transphobia" doesn't mean "Binary trans people are above nonbinary people in a hierarchy ". That's not how "hierarchies" work or mean.
