Mostly just due to needing coverage for someone's vacation and not having enough employees to be able to really cover for that. At one point we had enough people, but after someone left they were never replaced. There was a long discussion and a lot of, "yeah, we'll see what can be done" or "we need to see number to make sure you guys really need the help." 2 years later of being the highest volume shop netted us nothing.
That's the reserve army of labor system at hand...
Keep many a laborer unemployed and searching for work, and keep the rest overemployed, and, as Capital, ye will have good dominance over the two by their instability...

Honestly hasn't been too bad though, aside from one really busy day where I was covering work by myself.
