Hot take, I don't think he knows what the phrase means. Like literally, I think he thought the guy was asking, "Hey, is this going to go smoothly?" which, of course it's fucking not. Obviously the phrase peaceful transition of power has a really specific connotation that Trump almost certainly doesn't know because his brain is pudding and he can't read.
