No, because in liberal ideology poverty is treated as some immutable force of nature rather than something with structural causes.
Poverty can't be acknowledged under liberal ideology in any other way, because one of the most sinister aspects at the heart of functioning of the capitalist system is that it MUST keep a large and significant portion of the population in perpetual poverty and/or precarity.
