There's a much more effective solution called "rationing". Remember that only good war that Amerika and UK fought and won, and how successful that was at the time.
Yeah, like seriously... i recall several times there was rationing put in place for: toilet paper, eggs, and milk. Very localized rationing, but rationing nonetheless
