      Some rivers are legislated to have a minimum amount of flow at any given time. This is done to protect sensitive habitats and provide water to locals downstream.

        Yeah and the farmers in the Central Valley are very mad about it because it means they can't flood their almond orchards to ship those almonds to China because they're illegal to sell in the US.
