In case anyone wants a reasonably exhaustive analysis of Vietnam's localized villager councils from a Gramscian perspective.

TL;DR is that there is good villager participation, it's not completely institutionalized currently, but also the villages and local governments operate under pretty horizontal/decentralized governance.
