The company I was working for back in 2018 canceled Christmas bonuses. The only time they ever did so in their 40+ year history. Other than some bullshit platitudes from upper management about how everyone in the company has to make sacrifices that year, it was never explicitly said why. Some of us suspected it had to do with the tariffs at the time, since we import a lot of steel.
This, however, seems a bit too on the nose. I feel like management would never come out and straight up blame the tariffs like they are here.
Depends on the size of the company, I guess an owner-operator/owner manager would be a "CEO" even if that's not really a thing with smaller companies.
Plus it's not like they need an excuse to cut bonuses

every single time the CEO of a large company / head a large employer has a meeting to explain something to the workers, in my experience, it has been a massive lie to try and buy time to delay/diffuse a potential spontaneous work stoppage or organizing over a justified grievance.
"your jobs are safe" = your jobs are not safe, but we are still in a negotiating phase with the banks and buyer so we won't get our price if people start a sick out and service levels drop.
"we value everyone here" = we are dissolving the DEI offices and turning over all its files to the middle managers who were doing the crazy shit that caused us to create the office in the first place.
"your healthcare plan will deliver the same value" = we are gutting the healthcare plan across the board. premiums up, coverage down.
"we hear you and we care" = we are 100% ignoring you and we absolutely do not care.
if the big boss is communicating with directly to the front line workers more frequently than normal, it means they are making shady moves behind the scenes. always, always, always.
