It sure uh... sounds segregationy, so I definately get how it comes off as a bit suspicious, but honestly it sounds like a good way to give different, traditionally at-odds ethnic groups equal representation without cramming them into the same districts and making them compete with each other. So instead of constituancies being split between racist southern whites and PoC trying to turf each other out, there's an understanding that all the white people will get to vote for their candidates, and the black people will vote for theirs, and both groups will get to send delegations without having to directly compete. And maybe that's all that makes the Black Belt ASSR special is that it has that system.
