He would've had him dead to rights, but Palpatine mightve done that crazy corkscrew light saber thing like when was confronted by Sam Jackson and cut his head off. But maybe Columbo has a bugs bunny/Mr magoo routine where he's bumbling around barely surviving lol
Palpatine would pull his light saber and Columbo would say "Oh, Mr. Sidious, you don't wanna do that. Really. There's cops right outside this room, it wouldn't get ya anything. Besides. You're too classy a fella"
