They called 911 instead of crimestoppers which is a technicality that might disqualify them from $10,000 because it was an offer by CrimeStoppers, not just the local PD, and the $50,000 from the FBI is means tested so they have to prove it was vital to catching Luigi and have to be approved by the Secretary of State.
