The datasets are curated specifically to give these kinds of responses. You can't have an AI that is not curated or else it will just turn into a 4channer, which was a big problem with early days of AI, but the moment you decide to curate, you are also intentionally injecting bias into how it is trained, which of course that bias will reflect whatever institution produced the AI.

It's funny you should mention that because in a related note, people with schizophrenia in Western countries usually are met with angry or horrific experiences, while people from non-Western countries usually report seeing or hearing loved ones trying to soothe them. You can also notice this in sci-fi literature. True AI in western literature are, with small exceptions like Culture series, nearly uniformly racist, paranoid and genocidal as fuck, or enslaved without further comment (like droids in Star Wars) while in old socialist sci-fi they are usually more or less like humans.
