Well i come from India and here histrically and culturally a third gender is recognised ( generally trans people) , but on top of that the court allowed self ID of gender too in a judgement, however our right wing govt brought a legislation that only a doctor can asses your gender !

Unfortunately, protection from discrimination is usually a big one. While we live in a world where people with capital have so much power, just the right to discriminate is enough to totally screw minorities over in housing, jobs, healthcare, entering shops, getting basic services, etc.
