as much as i'd love to believe, my working hypothesis is some Thiel-adjacent "hard tech" start-up testing out urban surveillance drone swarms
doing very illegal (?) facial recognition, gait recognition, etc on random people as well as getting everyone used to just having drones loitering around all the time
hell maybe directly targeting individuals, structures, vehicles etc and performing simulated direct attacks
