"Pro-science" is a meaningless aphorism. Science is just a tool. Neither Biden or anyone else near the US levers of power have anything against the scientific method, and they're definitely going to keep using the results and conclusions scientists produce to inform their decisions. What they aren't going to do is let scientists make those decisions for them.

Take fracking for example lot of science has gone into learning how to frack, the most efficient ways to frack, finding the best places to frack and calculating how much money they'll make by fracking in the best places in the most efficient ways and various ways of offsetting the environmental impact of fracking and their costs. You can bet your arse this science will factor into the Biden's administrations land grants and environmental regulation. They'll give the geologically surveyed best places to frack to fracking companies and make sure none of their environmental regulations are are too expensive to follow or get in the way of the most efficient fracking methods. The environmental consequences of fracking and continued fossil fuel abuse, which scientists care a lot about and keep shoving in politicians faces, will also factor into the decision making, in that they've glanced them over and decided to ignore them because they don't significantly impact their 80 year old multimillionaire arses.

The Biden administration would probably be "Pro-Science" because science is a powerful tool and they like power, but that wouldn't stop it also being "anti-most of humanity".
