It's a terrible handling of the situation by the cop. Like he almost drives right up to the dude and opens his door and apparently can't close it in time before the dude just sticks it through the open window? He yells "Seattle Police stop dude". Like, that's not a command, you're supposed to say something like "drop the flaming stick". He clearly was not actually prepared to deal with this guy.
Then he just immediately starts shooting at the guy as he's running away. So he already had his gun out but he wasn't prepared to just back up or seal the vehicle to stop a clearly mentally unstable guy from attacking? Then he goes into "tactical crazy freakout from something I basically caused" mode. And apparently when they shoot at someone they just say "shots fired" which anybody would read as him being shot at.
