Imperial government has not placed emphasis on development of military forces. The growth in the economy over decades is not because of trade federation conspiracies but due to the economic policies of the Emperor.

The Empire is not a dictatorship of the sith, which is the absolute first step of fascism. The Imperial govt is ruled by an elite technocratic caste. The Imperial army is not exclusionary. Species disparity in standard of living is not galaxywide.

".The 15BBY Programme Manifesto of the Sith Code defined itself as "guided by the ideals of democracy, nationalism and social justice ... of Korribanist democracy". The same document also stated their aim to reach a "state of solidarity and harmony between the dark side and citizens in order to raise the galaxy's productivity".
The Fall of the Republic was led by petty-bourgeois and intellectuals who had no intention of adopting fascism, but wanted a real democracy and wanted to destroy the Jedi class that owned the vast majority of the senate.
Initially, the Imperial leadership had no intention of abolishing the Republic, but due to mass blockades and Alien/Jedi takeovers by the loyalists after the Fall, and subsequent Rebel pushback, the Imperial leadership was forced to adopt "fascism".
So let's not be critical of the Empire. They habe yet to implement a real Sith fascism, and their economic policy is wonderful which shows in their weapons systems. What the Empire needs is a second Death Star, this time a Death Star of the people. However that is highly unlikely for multiple reasons - the Imperial army would oppose it, there is no tactical need for planetary destruction as they believe they are already capable of bringing order the galaxy, and they would receive zero support from anyone outside of Coroscant.
If the Empire was actually a fascist government, they would have been invaded and destroyed by Admiral Thrawn a long time ago. Instead today the Empire acts as a motivating example for why "fascism" doesn't work, or for Jedi and Aliens, how imperial might can give you good order but everything else should be fine.
