You're right, but the reason they otherwise wouldn't have paid for it is, in a lot of cases, the price. They otherwise wouldn't have paid full price for it, but they possibly would have bought it for some amount less. For example, if I think a game looks interesting but it costs too much, I'll pirate it. If I like it and later it's on sale for a price I think is reasonable, I'll buy it.
Price isn't the only reason, but it is a major one.
Convenience is definitely one of the biggest factors too.
Honestly it's hilarious to think about how piracy dropped when the first few streaming services came out, but once every company made their own service with exclusive content, it shot back up.
