Haven't watched all of S2 yet, but I see it as left because:
Vought is y'know, capitalism incarnate, and with it comes a shitload of corruption, 'lobbying', a literal Nazi, some more sociopaths, rapists, etc.
Then the whole supe terrorist thing feels like an allegory for Iran WMD's, Bin Laden - just about any american shit fuckery in the middle east that gives the US a reason to keep being the world police and keep making the military budget bigger.
And finally how it just constantly rips the piss out of woke PR teams.
I totally forgot about the whole allies with the CIA thing to be honest.
