Why did they not simply vote Voldemort out?

    Because the real way to defeat fascism is to submit to all of the fascists demands confident in the knowledge you'll win the moment they try to kill you because unbenknownst to them doing so would break an obscure rule.

    As we know due to JK Rowling's sentiments, she's more akin to Orwell or Trotsky than a real socialist. A close look at the story reveals that Harry is just a typical Trotskyite portrayal of Stalin. When the Tsar/reactionaries (Voldemort) do their bad stuff the Liberals (Ministry of Magick) don't fight back and merely recrate the bourgeois mode of oppression (this isn't made so clear by Voldemort and his goons taking over the MoM, but it is implied to be the Liberal-ruled Provisional Government, essentially), so Stalin (Harry) meets up with the Order of the Phoenix(Bolsheviks) and with the help of Hogwarts(the vanguard proletariat) and Dumbledore(Dialectical Materialism/Marxism) they overcome the Provisional Government, and in a sad twist of fate Stalin "betrays the revolution" or something (Harry joins the Ministry of Magick).

    And in true Orwellian fashion, JK Rowling makes known her disdain for Asians and Irish by naming one of the only asian characters in her novel "Cho Chang" (Two last names) and making the Weasleys have a bunch of ginger kids and live in a hovel with a flying car that breaks down a ton
