A sharpie would bleed through the paper, but apparently that's not an issue with the ballots in question.
I almost busted out a fine tip marker (technically a sharpie, but not the sharpie people think of) for doing my mail in ballot, because that's what's always used at my polling places, and it fills in better. But my instructions said blue or black ink, no marker. Despite it looking like the same paper stock.
