I don't think it's ridiculous at all. It's not "unbearable torture", but "stay home indefinitely" is massively different than "stay the fuck home and take this stipend while we test everyone, quarantine and contact trace, it's going to take about 4 months and then we can go back about our business".
It's just liberal governments addressing problems through the "individual responsibility" of staying home, when the issue is systemic.
Oh, yeah that's a different situation. Over here it's just incompetence all around cause the state and federal governments aren't allowed to actually do anything except basic restrictions and make recommendations. If they actually went hard on forcing people home and giving aid, they'd get a very angry call from their wealthy donors.
