I dunno... this is kind of how real journalism is written? The scare quotes aren't there so the author can seem unbiased or cast doubt on whether these are cages or not . The quote marks are telling you that real people in the real world actually called these cages. Without the quote it could just be waved off as the opinion of whatever bozo wrote the article.
I think they're kind of missing the point by just closing the facility and changing the enclosures from cages to actual walls instead of ending the detainment entirely.
