I was told in New Jersey it's a three tier sandwich with rye bread, the top tier is Russian dressing and roast beef, the bottom tier is turkey or ham and cole slaw.

      Sounds about right. Usually people would order a “turkey joe” or “roast beef joe” or “ham joe” and that would make it clear they’re not talking about the saucy manwich sloppy joe. In my experience it’s one kind of meat per sandwich, instead of how you described it.
