Between extremely stubborn Germans not wanting to speak English and American immigrants expecting 5 star service because they aren't from a poor country, I'll pick the side of Germans
Sadly the Ausländeramt is, or at least was in the past, extremly xenophobic. Service was made uncomfortable on purpose(short opening hours, few offices, isolated locations) people would arrive on 4 in the morning to get a chance at a ticket for a time to talk. And the people there were chosen and trained to reject as many applicants as possible.
I am all for shitting on americans with superiority complexes, but this mostly hits refugees and other vulnerable groups. But my information is relatively old, maybe things have changed.
