Unless Trump is going to stand behind whoever is in charge the entire time, I imagine that he's got very little power in this respect.

He can tell them to do something any if they don't do it he can put them up on charges.
He's the perfect sort of person to get this done because he'll just throw a tantrum about it.
Not sure charges would be his way, probably more like finding a replacement. But both of those things take time and he doesn't really have that much left.
If this were the ascendant Trump administration of a few years ago, I could see the tantrum having some kind of result (probably just enough change for him to tweet about but definitely not full withdraw). But I'm feeling like since he's "lame ducking it" nobody will risk their political career giving in to his tantrums.
