Replace "racist" with "capitalist", and you have the fairly standard position of vanguard parties and the consensus of Marxist governments throughout most of the 20th century.
Once an anti-capitalist polity is established, it must then ruthlessly conquer surrounding polities and movements and create an anti-capitalist empire.
You cannot be anti-capitalist without being pro-imperialist.
