There's literally nothing you can realistically do if a someone under 18 is absolutely hellbent on getting in somewhere they're not supposed to.
I say give a stern warning in the sidebar and a threat of banning if anyone under 18 reveals themselves there, and give what under-18 Chapos there are on this site the benefit of a doubt that they'll obey that rule and be smart/considerate enough not to lie and potentially get their over-18 comrades in a troublesome situation.

I get the sense that the vast majority of people here are in their 20s personally.
Most are in our 20s, late in my case, but we definitely have people in their late teens
