Veritasium has a good but still lib video about IQ and even talks to this point specifically. The person he is interviewing is an IQ researcher and is basically like look, yes they have a low IQ, but that's because white people made the test. If we made a test that was culturally appropriate and aligned to their knowledge their IQ bell curve would look the same as everyone else's.
The IQ test is completely meaningless outside of the specific cultural context in which it was written and the guy who made it was horrified to see how people were using it back in the day because he was afraid people were going to do exactly what this asshole is doing with it.
I unfortunately knew a guy who not only said that kind of shit irl, his father was out there doing like the original race science related to it. Fucking monster of a kid, everyone hated that little fuck.
edit: i should probably clarify that we were both adults when i met him, not a literal child.
