Chapo was the first place I heard it, and I guess I assumed it was their thing, but my lib friend ( that liked a Bill Kristol tweet the other day. ) used it to describe the DC mob, so I had to wonder how it's gotten around

I thought it was chapo tbh, but I'm not sure. Definitely noticed it more in noon-chapo circles last year though.
