I don't know where the fuck he lives now (I think France? He seems to live somewhere else every 3 weeks) but he mostly grew up in Greece, and you can't take a license here before 18 (I believe it is the same in France or wherever he is). However it's not "normal" to not know how to drive by 20 especially when you're a fucking millionaire. I think he just doesn't see the point since he has his mom to drive him around everywhere.
