Some communities are super open and there's an intent to educate libs (while still banning a lot of obvious shit, same as the old chapo), and some can't be immediately accessed, or maybe even require specific vetting by the community itself/mods.
These more vetted communities can even be partially less-visible, as-in you maybe don't see the posts or the usernames on there if you're not on there, etc..
Then you can have a dedicated community (kinda like what user union is supposed to be) that can talk meta, organize education campaigns, response to issues, combat specific trends and suggest features, and that community can be behind a cooldown, an arbitrary amount of comments/votes/posts or even manual vetting.
