    In reality, what is actually closed? It seems like the only thing that's actually restricted is eating indoors at restaurants. If covid ended tomorrow I'd throw a party and invite family and friends that I haven't seen/only seen sparingly. What does that have to do with economy?

      Bars I guess? Broadway? Idk, even if NYC were fully open, the amount of tourists they usually get still wouldn't be there so the economy will still have shrunk dramatically.

    i think there's some rhetoric coach who instructs these people to add those little pivot phrases like "but we must do it smartly and safely" at the ends of statements

    makes it sound like they're just reasonable pragmatists making compromises

      It's also important to drop this at the end of the statement because then you don't have to get into what smartly and safely is supposed to mean.
