      This is the approach I argue for in my organizing. It isn't useful to speculate about who is or isn't a cop, or to guess at people's intentions, because you'll almost never have enough info to know for sure. But you can and should say "this behavior (or pattern of behavior) is disrupting our work, you need to address it or leave."
